Northern Flicker feather:

Fuertes Red-tailed Hawk, If I hadn't seen it fly off, I would probably still be trying to decide what it was.

Man that's close: PeWee or Phoebe...if the bird wagged its tail then it will likely be Phoebe, if not, then PeWee is more likely

We have a pair of Phoebes that nest under our deck and they look like your "uncertain" bird.
